The Waterville Planning Commission is a fully volunteer entity that supports planning and development activities in the town of Waterville. The Commission meets on the second Wednesday of each month at 6pm, or an as-needed basis and all meetings are warned on the Town Calendar.  Agendas and meeting Minutes can be found here.

In July 2019, the Selectboard adopted the 2019-2027 Town Plan that was prepared with much effort of the part of the Waterville Planning Commission in conjunction with the Lamoille County Planning Commission.

Current projects include:

The Planning Commission is currently working on a required, periodic update to Waterville’s Town Plan. This update is being undertaken as part of the regular review and readoption schedule established in Vermont statute, which calls for town plans to be updated on a multi-year cycle (generally every eight years) to remain valid and in effect. It is not prompted by a proposed zoning change or a specific development, but by the need to keep the plan current.

The Town Plan is the document that guides long-term planning for the community and helps inform future local decision-making.

The Town Plan helps shape decisions related to:

  • Housing
  • Transportation
  • Natural resources
  • Community facilities and priorities

This will be Waterville’s second comprehensive Town Plan update since the original plan was adopted in 2011.

What the Town Plan Does — and Does Not Do

The Town Plan:

  • Identifies community goals, priorities, and long-term planning considerations
  • Provides guidance for future local decisions
  • Helps ensure the town remains eligible for state and federal programs

The Town Plan does not:

  • Create zoning or land-use regulations
  • Impose new rules or requirements
  • Force changes to how individual properties are used

Why This Matters

An up-to-date Town Plan:

  • Helps Waterville remain eligible for state and federal funding
  • Strengthens the town’s voice in regional and state-level planning decisions
  • Provides a locally driven framework for addressing long-term issues such as housing, infrastructure, and conservation
  • Ensures future decisions are guided by current community input rather than outdated assumptions
